Add --version support to install and update commands

Shared --version/-v now works on install and update the same way as run:
install uses the major to select the aka.ms bootstrapper, and update
filters installed instances by semantic version.

Add vc workload alias and docs link to full IDs

Map +vc to Microsoft.VisualStudio.Workload.VCTools and link the
Workload ID switches section to the official workload/component catalog.
