nix formatter build incorrectly accepts --file and --expr arguments #16281

I'm very confused tbh. The whole --file and --expr machinery seems very hacked in. The whole nix formatter build command is pointless with --file or --expr because it has nothing to do with a formatter. We should just ban it.
